GLAN, Sarangani (May 31, 2011) - A detainee leaves the bus-turned-mobile court after his case was arraigned before Executive Judge Oscar Noel of the Justice on Wheels in Sarangani (JOWS) Monday, May 30. Sarangani is home to the only locally operated Justice on Wheels in the Philippines – the mobile court which conducts hearings in the municipalities.
