ALABEL, Sarangani (August 1, 2011) - (L-R) Governor Migs Dominguez, Congressman Manny Pacquiao, Vice Governor Steve Solon, Health Assistant Secretary Romulo Busuego and Sarangani League of Municipalities president Mayor Reynaldo Constantino lay the capsule during the groundbreaking ceremony of Sarangani Medical Center (SMC) Monday, August 1, at the Provincial Capitol grounds.
