Haggai, IBDF working for peace and development

ALABEL, Sarangani (August 1, 2014) - The Integrated Barangay Defense Force (IBDF) and Haggai for Peace project under Sulong Sarangani flagship program of Governor Steve Chiongbian Solon are continuously visiting barangays in the province for peace and development convergence, along with the Madaris/Kalinaw program.

Haggai is providing culture of peace and values formation seminar giving emphasis on relationship, communication and conflict management within family and community members.

Haggai project manager, Pastor Jonathan Sinfuego, said “kailangan maayos ang pamatasan sa usa ka tao. Kay nagatuo kami nga ang pamatasan ang sinugdanan para may kausaban ang kinabuhi sa usa ka tao ug sa pagdumala niya sa iyang pamilya og sa iyang pakiglambigit sa iyang katilingban."

Haggai seminars last for three days in each community, usually in the indigenous communities in the hinterlands, and to be revisited/evaluated after three months.

Haggai team has already reached a number of remote barangays, and favorably receiving positive feedbacks from the residents as Haggai serves as channel of their concerns to the provincial government. Haggai seminar participants believe they can be good peace advocators.

In a testimony, Barangay Kagawad Edie Fiel of Brgy. Amsipit Maasim appreciated the province’s leadership. "Proud mi kay Gov. Solon sa ani na programa. Hinaot mapadayon kini para makab-ot gyud ang tinuod nga kalinaw sa Sarangani."

On the other hand, many barangays have already been organized by IBDF. IBDF gathers and composes volunteers to receive training and seminars on capacity skill development that they can surely use during natural and man-made disasters, in partnership with the Provincial Disaster Risk Reduction and Management Office, Bureau of Fire Protection and law enforcement agencies. They perform as auxiliaries helping the responders in the barangay and even in the municipality during calamities.

IBDF project in-charge Brandon Maybuena shared an instance where IBDF members were the ones who responded to an accident.

"Ang mga members sa IBDF ang nag-respond pagkakita nila sa nagkalayo nga barko nagbangga-anay sa dagat. Naka-respond dayon sila kay naka-impart ta og skills sa ilaha," Maybuena said.

IBDF was created in 2008 after rogue forces invaded parts of MAKIMA (Maasim, Kiamba and Maitum) towns. 

To be real partners of development, livelihood training and assistance are given to IBDF members, like animal dispersal, dressmaking, and fishing livelihood. Haggai communities receive projects/assistance from the provincial government.

Haggai and IBDF will not reach their stretch without the help of Congressman Manny Pacquiao, Vice Governor Jinkee Pacquiao, members of the Sangguniang Panlalawigan, private sector donors, and national officials and other agencies.

Sarangani holds 5th Provincial Musabaqah

ALABEL, Sarangani (May 8, 2014) – “We wanted to develop not only the curricular but also the extra-curricular activities of the students,” said Board Member Elmer de Peralta, acting Governor, as he opens the 5th Provincial Musabaqah on Monday, May 5. Former war-torn Sarangani villages get peace centers

 
MAASIM, Sarangani (May 28, 2013) - Payapa at Masaganang Pamayanan (PAMANA) Project turned over three buildings Tuesday, May 28, to Maasim villages which had experienced conflicts before. These are the Lumatil Multi-Purpose Hall with a cost of P2 million, Nomoh Community Peace Center amounting to P500,000 and the P1-million Datu Molod Community Peace Center of barangay Lumatil funded by PAMANA Project under the auspices of the Office of the Presidential Adviser on the Peace Process (OPAPP). Sarangani Big Brother presents RockEd concert on May 9

MAITUM, Sarangani (May 5, 2013) – Some 2,000 volunteers helped this summer’s “Sarangani Big Brother: Reading is Fun! – Season 6” bringing to fore the spirit of volunteerism among the youth, teachers, education stakeholders and the community.

The culmination program here on May 9, which is expected to be attended by Education Secretary Armin Luistro, would be capped by a RockEd Philippines concert with Dong Abay and the Tanods “to reinforce our advocacy and a tribute to our volunteers,” said Anne Edday, program manager of Quality Education for Sarangani Today (QUEST).

RockEd is a volunteer group working to provide venues and events for alternative education.

QUEST, which has been running Sarangani Big Brother (SBB) since 2008, won a Galing Pook Award in 2012 for innovation and excellence in local governance.

The QUEST award landed Sarangani in the Hall of Fame of Galing Pook.

Sarangani under the leadership of Gov. Migs Dominguez, the 1st Jesse Robredo Leadership Awardee, received the Galing Pook award 2009 for Kalinaw Sarangani, a peace and development program of the province, and Galing Pook 2011 for Justice Enhancement and Empowerment Program.

The 2,000 volunteers this season is the biggest batch for SBB which had received 5,000 volunteers during the past five summers.

“It is inspiring to see a growing number of youth actively engaging themselves in Sarangani Big Brother year over year and doing their best to ensure their ordinary volunteer days can inspire an
extraordinary future someday,” Edday said.

Edday said various awards will be given during the culmination program. These include the SBB outstanding municipality, outstanding Municipal Federation of Sangguniang Kabataan, top 10 outstanding barangays, top five outstanding barangays per municipality, top five outstanding youth volunteer per municipality, top five outstanding teacher-volunteer per school, and top 10 schools.

“Reading is the most important skill that a child must master by the time he completes Grade 3,” Edday pointed out. “The primary years are important, as they are the foundation years.”

SBB is a reading program designed to assist the Department of Education (DepEd) in improving reading skills among incoming Grade 2 and 3 learners identified as “frustration readers”.

SBB: Reading is Fun! Is a 15-day, whole day, remedial reading program implemented in partnership with the Alcantara Foundation, the DepEd, QUEST and Sangguniang Kabataan.

“A child is less likely to drop out of school if he is able to read and comprehend, and thus keep up with his lesson in school,” Edday added.

Aside from the 2,000 volunteers, around 500 teacher-volunteers, 300 principals and supervisors and 200 local government unit and private sector guests are expected to attend the SBB culmination program. (SARANGANI INFORMATION OFFICE/Come and enjoy Sarangani Bay Festival on

IMT beats MILF team in OlymPeace basketball finals

ALABEL, Sarangani (April 26, 2013) – The International and Local Monitoring Team (IMT/LMT) dominated by four points its close opponent Moro Islamic Liberation Front (MILF) team, 54-50, in Mindanao’s first OlymPeace basketball championship held here Thursday (April 25).
 
Both teams got tied in the first quarter but IMT/LMT struggled to take the lead in succeeding quarters and ruled the game from there on.
 
The OlymPeace is the first-ever friendly athletic competition in Mindanao played by different teams from Sarangani’s peace stakeholders like the Armed Forces of the Philippines, Philippine National Police, Moro National Liberation Front, MILF, International and Local Monitoring Team, provincial government and tri-media from General Santos City.
 
The IMT monitors the implementation of the Agreement on Peace between the Government of the Republic of the Philippines and MILF.
 
Peace program officer Jocelyn Kanda explained it was the “inspiration of partnership” that made the OlymPeace possible. Working closely with the military, the MNLF and MILF inspired the Kalinaw Sarangani Unit which Kanda heads to hold the OlymPeace, reportedly the first yet in Mindanao.
 
The OlymPeace, she said, “promotes harmonious co-existence.  This is one act of promoting culture of peace” in Sarangani.
 
The OlymPeace was part of the April 23-25 Musabaqah at the Capitol grounds attended by some 4,000 guests and delegates from the 49 Islamic schools in Sarangani. Muslim youth holds intramurals in Sarangani April 23-25

ALABEL, Sarangani (April 22, 2013) – Around four thousand guests and delegates from the 49 Islamic schools in Sarangani are joining this year’s Musabaqah, an event the province is holding to develop sportsmanship among Muslim youth through academic and athletic competitions.
 
Set on April 23-25, the Musabaqah is an intramurals where pupils from the Madaris centers within the six coastal towns of Sarangani meet every other year.
 
The activity, according to peace program officer Jocelyn Lambac Kanda, is a venue to “develop the character or sportsmanship, physical well-being, self confidence, and will also entice the young Muslims of Sarangani to strive more both in curricular and extra-curricular engagements” thru engaging in sports and literary contests.
 
Arabic education through Madaris school program is among the successful initiatives of Governor Migs Dominguez which has become a model for Muslim youth education even in Muslim Mindanao.
 
Kanda said the program has been implemented as private learning institutions offering informal education “where young Muslims acquire Arabic literacy, learn good values and understand the Holy Qur’an as guidance in economic, social, and spiritual aspects in their daily life,” Kanda said.
 
She explained the provincial government of Sarangani has been extending support to the program through the provision of honoraria to the Asatidz or Madaris facilitators, school materials and regular teaching enhancement trainings.
 
The project, according to Kanda, “works to promote peace through mainstreaming the Muslim population through provision of relevant Arabic Education and promotion of cultural practices.” She pointed out the holding of the Musabaqah is an avenue for these youth to appreciate more of their culture.
 
Kanda also said the continuous support of the provincial government to the program “justifies its commitment to peace and development by producing educated and productive young generation of Muslim youth who are expected to be responsible and law abiding citizens in the future.” (Beverly C. Hardcourt battle for military, rebels in Sarangani’s OlymPeace

ALABEL, Sarangani (April 22, 2012) – The military, police and former Moro combatants will fight for the first time in a new arena.
 
“The last time they fought like this was in the battlefield,” said Jocelyn Lambac Kanda, Sarangani peace program officer. “This time their fight will be inside the hardcourt.”
 
The arena is called OlymPeace, a friendly athletic competition to be participated in by different teams from the province’s local peace partners like the Armed Forces of the Philippines (AFP), Moro Islamic Liberation Front (MILF), Moro National Liberation Front (MNLF), Philippine National Police (PNP), International and Local Monitoring Teams, former rebels, provincial government and media.
 
OlymPeace is part of the April 23-25 Musabaqah at the Capitol grounds.
 
Governor Migs Dominguez has directed all Capitol departments “to give their utmost consideration to the delegations and cooperation for the success of the Musabaqah.”
 
The MNLF and the provincial government will play the first game of the basketball tournament on April 23 (Tuesday). The IMT vs rebel returnees, MNLF vs AFP, rebel returnees vs PNP, Madaris vs AFP, MNLF vs MILF and ABS-CBN vs PNP will play the second, third and succeeding games, respectively.
 
The OlymPeace is the highlight activity integrated in this year’s 4th Musabaqah, an intramurals of the 2,500-strong Muslim youth from the 49 Islamic schools in Sarangani.
 
As the province is working towards achieving a participative and inclusive peace process, Kanda said the activity likewise serves as “a venue of friendship for those we perceived enemies of the government and will strengthen our built relationship with them.”
 
OlymPeace will provide “a space for healthy engagement of different peace workers regardless of their organizational affiliations, beliefs and principles,” Kanda said.
 
She added OlymPeace will also “send a message that we can give peace a chance by opening oneself to give way for the possibility of working together.”
 
She said this would be “a significant instrument of successfully integrating the Moro constituents of the province into the mainstream of governance and promoting camaraderie among peace stakeholders.”
 
Sarangani is generally peaceful. Its local government has invested in empowering its people so that they may be able to participate in governance and identify their own problems and solutions to these.
 
Kanda said the province has been proactive in its approach. “Instead of responding pag may conflict na, we worked to change the mindsets of our constituents on peace and conflict thru culture of peace (COP) trainings and molded the good values of our Muslim children thru Madaris,” she said.
 
“We have proven that a culture of dialogue can be institutionalized and it is very effective in bridging the gap between people or groups that have conflicting standpoints,” Kanda said. She cited the International and Local Monitoring Team meetings/dialogues that the LGU convenes as an effective way of “clearing out issues that might escalate into violence.”
 
“Yung relationship of tri-people in the province became better. It paved the way for easier mobilization of the grassroots communities to be in the frontline of peace building,” Kanda added.
 
In 2009, the program dubbed as Kalinaw (vernacular for peace) received the Galing Pook Award as Sarangani’s innovative peace and development program that succeeded in instilling peace especially among former conflict-affected areas of the province thru culture of peace trainings, Madaris Education for Muslim youth, and peace partnerships with government and non-government organizations. Sarangani governor receives first Jesse Robredo Leadership Award

MANILA, Philippines (March 18, 2013) – The Galing Pook Foundation today honored Sarangani Governor Miguel Rene Dominguez with the first ever Jesse Robredo Leadership Award (JRLA).
 
Named after the late DILG Secretary Jesse Robredo, the leadership award is conferred to incumbent mayors or governors who have shown effective, transparent, accountable, participatory, innovative and ethical leadership, according to a Galing Pook Foundation press statement.
 
On hand during the awarding ceremonies at the Diosdado Macapagal Hall of the Landbank Plaza in Manila were DILG Secretary Mar Roxas and Dr. Penny Robredo Bundoc, sister of the former DILG secretary.
 
“Governor Dominguez is only 36 years old, yet he has clearly demonstrated how good governance should be practiced and pursued. Undoubtedly, this is precisely what has endeared him to his constituents and how he has gained the tremendous respect of his peers,” says Galing Pook Foundation Executive Director Eddie Dorotan.
 
Miguel Rene Alcantara Dominguez, or Governor Migs to his constituents, did not originally set out to become governor. He was well on his way toward becoming the top marketing man of their family-owned company, when he was suddenly thrust into the political limelight.
 
While growing up in Davao City, Miguel studied at the Ateneo de Davao University. He later enrolled at the University of the Philippines but midway into his studies, he went to the United States to complete his economics degree from Boston University. After finishing college, he went straight home to Sarangani to start as a mid-level executive of Alsons Aquaculture Corporation. He was successful in selling the company’s milkfish – Sarangani Prime Bangus – to markets in China, Canada, US and some parts of Europe.
 
After five successful years in the aquaculture business, Miguel suddenly found himself as the substitute for his father, who withdrew from the Sarangani gubernatorial elections in 2004. His first time to actually join the political race, Miguel mustered the courage to win the gubernatorial post and is now on his third and final term. Under his tenure, Governor Migs transformed Sarangani from a 4th class conflict-ridden province into a bastion of good governance.
 
Sarangani’s poverty ranking went down from 11th poorest province to 17th between 2003 and 2006, although it ranked 12th in 2009 due to various factors. Education indices showed that the percentage of Sarangani Schools with National Achievement Test (NAT) scores of 75 and above steadily increased from 0% in 2007 to 35% by 2012. These accomplishments were the result of innovative programs introduced by the Sarangani LGU with his leadership.
 
In 2004, Governor Migs and the Provincial Peace and Development Task Force put together a Comprehensive Peace and Development Plan, which became the technical blueprint for the creation of an innovative peace and development program for Sarangani Province.
 
To hasten the disposition of cases involving indigent litigants whose family member remained a detainee in jail because of the slow legal dispensation, the provincial LGU designed and implemented the Justice Enhancement and Empowerment Program in 2006, which involved the deployment of a mobile court to the hinterlands. This program has led to the speedy resolution of court cases and empowered community leaders to mediate petty disagreements.
 
Convinced that a good education can be a key out of poverty, Governor Migs and the provincial LGU launched the Quality Education for Sarangani Today program in 2007 to improve children’s access to basic elementary and secondary education.
 
All of these abovementioned programs received the Galing Pook Award which is given in recognition of innovation and excellence in local governance. The province’s Indigenous People’s Development Program (IPDP) also became a Galing Pook finalist. The IPDP aims to assist in the acquisition of IP tenurial instruments in ancestral domains and to facilitate the provision of socio-economic and environmental services in indigenous cultural communities.
 
Under Governor Migs’ term, the Sarangani LGU was also awarded the Seal of Good Housekeeping in recognition of its exemplary performance in governance, transparency and accountability. Conferred by the Department of the Interior and Local Government, the Seal is given to local government units (LGUs) that have excelled in the areas of planning, budgeting, revenue mobilization, financial management and budget execution, procurement, and resource mobilization.
 
Admitted as a Dwight Eisenhower fellow in 2009, Governor Migs also sits as a member of the Board of Trustees of Synergeia Foundation, a coalition of individuals, organizations and institutions that aims to improve basic education. (Galing Pook Foundation/SARANGANI INFORMATION OFFICE)

An education reform advocate, Gov. Miguel Rene Dominguez has worked to lift the quality of education in Sarangani province. He has helped establish 113 new schools using funding from partners in the private sector, and launched the Quality Education for Sarangani Today program to boost children’s access to quality education.
 
Marshaling his ability to draw support and grants from corporate entities and donor countries, Dominguez made education, or providing opportunities to have access to education, his priority. From being the bottom dweller in the National Achievement Test for elementary and high school in 2006, Sarangani became Region 12’s best performer by 2011.
 
Apart from improving the quality of education and students in his province, Dominguez worked to boost the justice system in Sarangani. He launched the Justice Enhancement and Empowerment Program, an enhanced community-based conflict resolution system that aims to reduce the number of cases sent to court. JEEP was able to decongest provincial jails 50 percent, and fast-tracked the resolution of several pending cases through Justice on Wheels, a bus that was converted into a mobile trial court and went around municipalities.
 
Dominguez also crafted a comprehensive peace and development program for Kalinaw Sarangani, a community-based conflict management initiative run by local volunteers.
