"Criminals have no place in Sarangani" – Governor Solon

ALABEL, Sarangani (March 6, 2014) - "Criminals have no place in Sarangani." This was the bold statement of Governor Steve Chiongbian Solon during a press conference at the Capitol Compound Monday (March 3), following the ambush of Maitum Mayor George Perrett on February 28.

Perrett was hit on his leg and was treated at the Maitum Municipal Hospital. He was transferred to a hospital in General Santos City where he suffered cardiac arrest that caused his death.

Today, March 6, 2014, the late Mayor Perrett is finally laid to rest.

Solon said the local government is coordinating with the Philippine National Police (PNP) in consolidating information   regarding the incident which led to Perrett's death.

"I have talked with the PNP and all angles are being investigated and reviewed. The PNP has now initiated the forming of 17 highly competent people from all branches of the PNP," said Solon.

Police Chief Superintendent Lester Camba, regional director of the Police Regional Office XII, said they have recommended the formation of the "Special Investigation Task Group (SITG) Perrett", as directed by the governor to spearhead and coordinate the investigation and prosecutorial efforts of the Sarangani Provincial Police Office (SPPO) and to facilitate the speedy resolution and successful prosecution of the case and eventual conviction of the perpetrator.

"Sa ngayon, wala pang suspect, the motive is also still not identified. But we are considering all angles including politics," Camba said.

Police Senior Superintendent Edwin Minion, SITG commander, on the other hand, committed to inform the local government and the media should there be any progress in the investigation.

Meanwhile, Camba appealed to the people of Maitum to cooperate in the investigation, saying that the PNP cannot solve the case without a witness.

"Trabaho namin na i-solve ang kaso. We are hopeful that with the creation of the SITG ay umusad ang kaso. Hindi lang ito trabaho ng PNP kaya umaapela kami sa mga taga-Maitum na kung may nalalaman kayo, at kung mahal ninyo ang mayor ninyo, magbigay kayo ng impormasyon para umusad ang kaso," he said.

On February 28, Mayor Perrett, together with his wife, former mayor of Maitum Elsie Lucille Perrett and five others, were ambushed by unidentified armed men at about 10:30 p.m. while on their way home onboard a black Toyota Fortuner after attending a program at the Municipal Gym.

The Mayor, who drove his vehicle, was shot along the national highway of purok Bugo, barangay Malalag in Maitum less than two kilometers away from the town proper. He managed to escape the ambush site and continued driving until they reached the police 3rd Maneuver Company detachment at Riverside in barangay Kalaneg.

The other persons identified by the police onboard Perrett's vehicle are former Mayor Elsie Lucille Perrett; Lilibeth Naungayan, 54 years old, the mayor's secretary; Jaynne Anne Rios, 15 years old, 3rd year high school student; and Zenaida Oding, 40, and Marilyn Bacomo, 45, both helpers. They were all unharmed during the incident.

However, one Adelma Andal, 32, another helper of the Perretts, was injured at her left leg and was treated at the hospital as out-patient.

The personnel of the Scene of the Crime Operations (SOCO) recovered empty shells of caliber .45, 12 gauge shotgun and 5.56 weapon at the crime scene.

Poor residents get health care record

Village organizations get harvest facilities

 
MAITUM, Sarangani (February 12, 2013) - Mayor Elsie Perrett and Vice Mayor Tito Balazon pose with members of people’s organizations (POs) after the turnover Monday, February 11, of harvest facilities to Akmad Farmers Association of barangay Kalaong and Pinol Community Development Organization of barangay Pinol in front of the municipal hall. The facilities given to both POs were composed of 2 units of  hand tractors with trailer haulers and 2 units corn shredder. These are part of the P2.5M livelihood assistance given to the people's organizations of Maitum from the Department of Agriculture regional office thru the Mindanao Rural Development Program–Community Fund for Agricultural Development (MRDP-CFAD). The MRDP-CFAD project aims to improve the living conditions of the marginalized sectors especially the farmers, women, and fisherfolk. Doctors report progress of health centers’ construction

Mayor pulls off Children’s Day surprise

MAITUM, Sarangani (October 31, 2012) - Mayor Elsie Perrett shows her groovy dancing skills in a surprise dance number with the MSDWO (Municipal Social Welfare and Development Office) staff and Day Care Workers (DCW) Federation officers during the Children's Day celebration at the municipal gymnasium Monday, October 29. "Dahil sa inyong tiyaga ay nakikita namin ang katalinuhan ng batang Maitum", said Mayor Perrett later in her speech as she congratulated the day care workers for putting more effort on educating kids in every barangay of Maitum. The program initiated by the MSWDO and the DCW federation was participated in by over 1,700 day care pupils, parents, DCW members, and employees. The program which showcased various talents and skills of day care pupils coming from every barangay was themed "Bright child ay siguraduhin, responsableng pamamahayag palaganapin". IMT cites “sincerity”of GPH, MILF panels on peace framework

MAITUM, Sarangani (October 18, 2012) – With shared intentions of promoting peace, the International Monitoring Team (IMT), 73rd Infantry Battalion, provincial and local government of Maitum, and members of the civilian protection component and non-violent peace force on Tuesday (October 16) released seven doves in barangay Ticulab to epitomize their advocacy following Monday’s signing of the framework peace agreement in Malacanang.
Dove signified peace, while seven represented the 7th batch of the Malaysian-led IMT assigned in Mindanao since 2004.
It was in barangay Ticulab that civilians were held hostage in 2005 by heavily armed men, where 73rd Infantry Battalion Lt. Col. Adolfo Espuelas said children still suffered from the “stigma of that incident.”
After years of negotiating peace between the Moro Islamic Liberation Front (MILF) and the government panel, according to the IMT, “sincerity” was evidently seen in both parties to eventually “end the tension and conflict in Mindanao.”
That“transparency” thru the signing as the IMT added, was a manifestation of the peace process.
The IMT is an international group that monitors “the ceasefire, civilian protection component, rehabilitation and development, and socio-economic agreements between the government and the MILF.”
Describing the framework signing as the groundwork of finally attaining peace in Mindanao, the IMT vowed to continue providing the requirements in ensuring that their main objective of bringing peace in this part of the country would be sustained.
In SOCSARGEN Area, according to the IMT Team Site 4 covering the area, the place so far “has been very peaceful, very stable and very calm. Though there are some conflicts here and there by the lawless elements but here, it has been contained.”
Board Member Elmer de Peralta said the framework agreement is a “milestone again in the Philippines because we need that law to sustain our government program in attaining an everlasting peace here in Mindanao.”
For her part, Mayor Lucille Perrett said “ang signing mao ang sinugdan nga makit-an nato ang light sa tunnel. Kana, sunod-sunod na na para mulambo ang atong kinabuhi dinhi sa Mindanao.”
Anchored on the theme, “Together We Make It Happen,” the civilian military cooperation program on Tuesday came out to be a convergence effort among the government agencies, IMT, military and the community where Espuelas pointed out the importance of collaboration and of creating a community that thwarts conflict.
“We are not trying to promote discrimination,” he said and instead urged the community to“live harmoniously with each other” while crafting for a long-term and peaceful solution.

Peace advocates free doves as hopes for peace soar in Mindanao

Post harvest facilities for Maitum farmers

 
MAITUM, Sarangani (October 9, 2012) - Mayor Elsie Perrett, Vice Mayor Tito Balazon and municipal agriculturist Renato Fantone turn over pre-post harvest facilities to Lanao-Tarucao Community Irrigators president Valentin Baguindoc Monday, October 8. The facilities composed of hand tractors, rice threshers, trailers, corn shredders, and rice mills were part of the P2.5M livelihood assistance given to the people's organizations of Maitum from the Department of Agriculture thru the Mindanao Rural Development Program–Community Fund for Agricultural Development (MRDP-CFAD). Classrooms from Seal of Good Housekeeping award

 
MAITUM, Sarangani (September 21, 2012) - Division Supervisor-Physical Facilities Aurelio Cagang, representative of the Department of Education (DepEd), together with the teachers of Maitum Elementary School, accepts the two-classroom building given by the local government unit of Maitum during its inauguration and turn over ceremony held at barangay Old Poblacion Wednesday, September 19. Vice Mayor Tito Balazon Sr., on behalf of Mayor Elsie Perrett, officially turned over the building to DepEd. The P1 million fund for the project came from the Department of Interior and Local Government’s Seal of Good Housekeeping award to Maitum. “Green Engineered School Building” breaks ground in Sarangani

MAITUM, Sarangani (August 31, 2012) - Governor Migs Dominguez, Mayor Elsie Perrett and Engr. Fernando Santander, DPWH Sarangani district engineer and current president of Philippine Institute of Civil Engineers (PICE) Sarangani province chapter, lay the capsule during the ground breaking ceremony of a “Green Engineered School Building”Friday, August 31, at Malalag Central Elementary School. “Green Engineered School Building” is a national contest by the PICE participated in by all PICE chapters all over the country. Sarangani chapter won 3rd Place in the Mindanao level with a prize of P300,000 worth of school building using indigenous materials available in the locality. The winning design of Malalag Central Elementary School was chosen as recipient of the project. Free school supplies make kids happy

MAITUM, Sarangani (August 30, 2012) - Grade 2 pupils of Victoria TaƱedo Garcia (VTG) Elementary School headed by their adviser Maureen Basuel, raise their new bags with big smiles on their faces at barangay Zion Wednesday, August 29. The bags which were packed with 5 notebooks, paper pad, pencil, and a box of crayons were given by Mayor Elsie Perrett as her annual project in line with the "Angat Batang Maitum" program. This year's target aims to distribute a total of 1,525 sets of school supplies to 1,417 Grade 1 pupils and 108 Grade 2 pupils around Maitum. Salamat Mayor

MAITUM, Sarangani (August 17, 2012) - Grade 1 pupils and their adviser Emely Notario flash the "thumbs up" sign as they shout "Salamat Mayor" for giving them sets of school supplies for free at barangay New La Union Wednesday, August 15. The distribution of school supplies is a yearly project of the mayor under the program "Angat Batang Maitum" in support to children's education. The "Angat Batang Maitum" program was initiated by the late Mayor George Y. Yabes in 2004. Angat Batang Maitum program continues

Certified rice seeds for irrigated farms

MAITUM, Sarangani (August 14, 2012) - Mayor Elsie Perrett and agriculturist Renato Fantone turnover one of the 76 bags of inbred rice seeds intended for 10 irrigator association beneficiaries in Maitum Monday, August 13. The rice seeds distributed by the National Irrigation Administration (NIA) are to be planted in the communal irrigation system areas of Pangi right, Zion-Sison, Maguling-Luan, Tarucao-Lanao, Lumotan, Kalaong, Malalag-Kiayap, Pinol, Teneb, and Mindupok. Mayor Perrett thanked PhilRice and NIA for supplying the rice seeds. The project is part of the community's seed-banking program which seeks to encourage local seed growers to produce certified seeds and for farmers to use them. PDEA 10th year anniversary

ALABEL, Sarangani (July 30, 2012) - Director Aileen Lovitos of PDEA Regional Office 12 awards a plaque of appreciation to Provincial Administrator Vic Camacho Monday, July 30, for and in behalf of the provincial government for its contribution and support to the Philippine Drug Enforcement Agency (PDEA) in the measureable success of continuous anti-drug campaign in region. Coastal area watched over by Philippine Marines

MAITUM, Sarangani (July 26, 2012) – Lt. Col. Noel Buncab (3rd from left), commanding officer of the Marine Battalion Landing Team (MBLT-7), pays a visit to Mayor Elsie Lucille Perrett on July 23. The two leaders discussed the peace and order situation in the area. Lt. Col. Buncab assured Mayor Perrett of his battalion's commitment to maintain peace and order in Palimbang, Sultan Kudarat. Palimbang is the next town to Maitum going west. Residents of Palimbang buy their food in Maitum. With Buncab are Lt. Col. Jessie Jovete Cerbo (2nd from left) and 1Lt. Victor Donque. Also in photo are Councilors Jess Bascuna and Ruben Balanag. The full force of MBLT-7 arrived in Palimbang on July 20 and established its headquarters at barangay Baknayan, Palimbang. The MBLT-7 officers paid a courtesy call on Mayor Perrett to formally inform her of the presence of the Marines at Coast Watch Maitum and as a courtesy to inform her that the unit will be regularly passing the municipality from time to time on the way to General Santos City and vice versa. DENR supports eco-tourism and forest protection program of Maitum

MAITUM, Sarangani (July 23, 2012) - Mayor Elsie Lucille Perrett (right) and Dr. Adeluisa Garcia-Siapno, newly-installed regional executive director (RED) of Department of Environment and Natural Resources Region 12, exchange ideas on how to sustain the environment during the latter's visit in Maitum. RED Siapno assured Mayor Perrett that she is available 24/7 whenever she needs help. "If you have any concern, I am just a phone call away, any time of the day,” she told Mayor Perrett.
