ALABEL, Sarangani (November 9, 2012) – Vice Governor Steve Chiongbian Solon (center) together with Hermelo Latoja (left), provincial social welfare and development officer, awards a plaque of appreciation to Assistant Secretary Florita Villar of Department of Social Welfare and Development as keynote speaker for the year-end evaluation of Early Childhood Care and Development (ECCD) with the theme “Competent Duty Bearers, Key to the Shaping of a Bright Child” Friday, November 9 at Capitol gym. In 2012, Sarangani ECCD has served 38,451 children in preschool, daycare and School Neighborhood Play.
