Governor Solon orders anti-Dengue clean-up drive

All Sarangani villages placed on Dengue alert

(August 2, 2013) – Barangay Kablacan in Maasim has reported three Dengue deaths
from 109 cases monitored by the Provincial Health Office (PHO) within July
18-27.
The escalation of
Dengue in Kablacan was noted between July 18 and 20 when one died out of the 89
cases reported. Two deaths occurred the following week out of 30 new
cases.
“Nobody should die of
dengue because it is preventable,” said Dr. Areen JB Biron, DOH–Center for
Health Development infectious disease cluster Dengue/Malaria regional
coordinator.
“Our team discovered
that there are still a lot of houses (in Kablacan) with breeding places (for
mosquitoes) like tires on the roof, bottles with water and the like,” provincial
sanitation inspector Arturo Naval said. “These should have been taken out.”
Naval said Rural Health Units need to spearhead clean-up
drives in villages not yet affected. “Barangay Captains should take the lead,”
he added.
On Saturday (August 3) the municipal government of
Maasim will conduct a synchronized clean-up drive in 36 sitios comprising
barangays of Malbang, Poblacion, Kabatiol, Kablacan and Daliao at 6 o’clock in
the morning.
The rising incidence
of Dengue in Sarangani prompted the provincial government to alert all barangay
households to be extra vigilant against the fatal disease.
According to a Department of Health (DOH) primer: “Ang
Dengue ay nakamamatay. At maaring magka-Dengue ang sinuman, bata man o matanda,
mahirap o mayaman. Kung kaya’t kailangan ang sama-samang pagkilos at kooperasyon
ng buong barangay upang maging matagumpay ang ating pagsisikap na labanan at
sugpuin ang Dengue.”
An outbreak hit barangay Alegria in Alabel last month
but intensive interventions by the PHO and Municipal Health Office to combat the
mosquito-borne disease led to zero Dengue case in two weeks.
There were two deaths in Alegria from June 30 to July
1.
Totally, the PHO has recorded 11 Dengue deaths beginning
January 27: three in Alabel; two in Glan; one in Kiamba; three in Maasim; one in
Malapatan; and one in Malungon.
Governor Steve Chiongbian Solon on Wednesday (July 31)
directed PHO personnel, municipal sanitary inspectors and barangay officials to
intensify the campaign against Dengue.
The Provincial Epidemiology and Surveillance Unit
recorded around 1,308 dengue cases from January to July 29 this year while in
the same period last year, there were only 166 cases.
The figures indicate a 687% increase.
Still in the same period, three deaths were recorded in
2012; 11 deaths this year.
Dr. Arvin Alejandro, provincial health officer,
attributed the significant rise in this year’s Dengue cases to the prompt
surveillance, validation and investigation of concerned individuals and offices
unlike in 2012 which he pointed out reports were usually a month delayed while
surveillance was noted to be weak in communities.
This time, the PHO has alerted barangay officials to
mount a massive campaign for the prevention and containment of
Dengue.
Alejandro said health workers engaged in co-awareness
activities in the communities as strategy for a sustainable intervention.
“The PHO is convening all municipal sanitary inspectors
to come up with a weekly plan for vector control activities,” said Alejandro.
”We will utilize all available chemicals to include the P1 million from the
PDRRMC (Provincial Disaster Risk Reduction and Management Council) until the end
of the year.”
The PDRRMC convened on July 11 passing a resolution to
allocate P1 million from the Calamity Fund to purchase chemicals for Dengue
prevention like Sumilarv for broadcast application and Vector for indoor
spraying.
However, for prevention, foremost is the community
clean-up drive using the “4S” against Dengue: Search and destroy; Seek immediate
consultation; Say “NO” to indiscriminate fogging; and Self-protection
measures.
Schools in Sarangani are doing the 4 o’clock habit.
“Every 4 o’clock, lahat ng schools sabay-sabay ‘yan silang naglilinis,”
Alejandro said.
“Dapat ang ating mga
purok leaders should be the champion in Dengue,” Alejandro said. “Kahit walang
kaso sa kanila, everyday or every other day or kahit once a week mag-call sila
ng bayanihan system na magtulong-tulong na linisin ang mga pwedeng breeding
places ng mosquitoes. Sa madaling salita, kung walang tubig na stock dyan,
walang kiti-kiti, walang lamok. Kung walang lamok, wala tayong Dengue.” For more

Business community, Army and PNP converge for peace

(July 26, 2013) – The Army and PNP units in South Cotabato, Sarangani and Gensan
(SoCSarGen) met with the business community at General Santos City Tuesday
afternoon (July 23) to tackle the government’s peace initiatives.
The Regional Joint
Peace and Security Coordinating Committee (RJPSCC) XII through the 1002nd
Infantry Brigade and the 27th Infantry Battalion initiated the dialogue with the
theme “Security: A Shared Responsibility” to provide updates on the current
peace and security situation in SoCSarGen and to identify the security concerns
of the business sector. It is further aimed to strengthen the “bayanihan”
efforts of the business community, the Army and the PNP in addressing security
concerns and in fostering a strong economic security in the area.
One of the speakers,
Senen Bacani, member of the GPH-MILF Peace Panel, talked on the recently signed
Annex on Revenue Generation and Wealth Sharing of the Bangsamoro Framework
Agreement. Citing the government’s stand on the agreement, Bacani said that the
Bangsamoro must be equipped with adequate resources in order to effectively
discharge its powers and to carry out its functions, thus, wealth creation is
important for the operation of the Bangsamoro.
Ednar Dayanghirang, member of GPH-NDF Peace Panel,
discussed the importance of the Local Peace Initiative (LPI), which is the
people’s initiative in conflict- and insurgency-affected communities. He also
added that LPI is the people’s contribution to the greater effort in the pursuit
of a just and lasting peace in the community.
Also discussed in the dialogue was the New People’s
Army’s (NPA) extortion scheme or the Rebolusyonaryong Buwis sa Kaaway na Uri
(RBKU) wherein they (the NPA) extort from the business firms in exchange for
permit to operate and immunity from NPA hostile actions.
“The Army will always
work for the safety and welfare of our communities. Through the spirit of
‘bayanihan’ and our united efforts, we can protect our communities and our
economy from the hostile actions of the NPA. I, therefore, urged all
stakeholders to unite and take his share of responsibility in attaining a
lasting peace and sustainable development in the region”, said Major General
Ariel Bernardo, the Commander of the 10th Infantry Division.
In closing, James Catalan, Consultant of the Kapisanan
ng Brodkaster ng Pilipinas and representing the media sector, gave his
appreciation to the military for their whole-hearted commitment in pursuing
peace in the Region.

Dengue cases drop significantly in Alabel

ALABEL, Sarangani
(July 25, 2013) - After a series of interventions done in most affected areas in
Sarangani to eradicate dengue, barangay Alegria had a significant drop in dengue
cases.
From the time the
barangay declared a state of calamity, Morbidity Week 27 has 29 cases. Morbidity
week 28 fell to 7 cases and as of Morbidity Week 29, released on July 22,
Alegria reported zero case.
According to the
Provincial Health Office (PHO), this was the result of the continuous
information dissemination to residents on dengue, clean up drives, integrated
residual spray and the application of the larvicide called Sumilarv.
However, Governor
Steve Chiongbian Solon said residents should not stop implementing these steps
to fight dengue.
There are still some
barangays in other municipalities like in Maasim reported to have dengue cases.
According to PHO and Municipal Epidemiology Surveillance
Unit, the intervention continues. Some of the recommendations are the 4 o’clock
habit, Operation Taub/Kulob, self-protection method like using mosquito nets and
screens, and the application of the larvicide.

GENERAL SANTOS CITY (July 20, 2013) - Governor

After 39 years, Kiamba man and family reunited by Facebook

KIAMBA, Sarangani
(July 20, 2013) – A 71-year-old man, who had gone away from home for almost four
decades, was finally reunited with his family here Saturday (July
20).
Governor Steve Chiongbian Solon made possible for
Edelberto Guevarra to see his family again after 39 years of being away from
them.
Gueverra landed at the General Santos City International
Airport Saturday morning together with his younger sister, Helen, 49, who worked
in Manila for several years.
Governor Solon facilitated Guevarra’s homecoming with
Helen. The Guevarras were also assisted by Kiamba Natives Organization
Worldwide, Inc. (KNOW), an organization from Kiamba, which gave counterpart for
the plane ticket and with the support from Mayor Raul Martinez, who was tasked
by the governor to ensure the safe return of Guevarra to his family.
Helen said she did not know that her brother was also in

is from Tupi, South Cotabato.
“Ang alam namin nasa Palawan siya nagtatrabaho, tapos
wala na kaming balita sa kanya. Wala na kaming pag-asa na makita pa siya. Bigla
na lang may isang taong tumulong sa kanya, si Cheryl Amoloria, isang estudyante.
Si Manong (Edel) nakatira siya sa waiting shed (Cainta, Rizal) tapos itong si
Cheryl tuwing dumadaan siya, nakikita niya si Manong doon,” Helen
narrated.
She added it was only last July 17 when Amoloria
interviewed Guevarra and took a picture of him which she later posted on
Facebook.
Guevarra, his wife, Gloria and his two children, left
Kiamba in 1974.
“Dahil sa kawalan at sa dami naming magkakapatid, siyam
kaming lahat at ako ang panganay, umalis ako para maghanapbuhay. Nakarating ako
sa Palawan kasama ng pamilya ko, doon ako nagtrabaho bilang karpintero. Nung
namatay si (former President Ferdinand) Marcos, nagkahiwalay na kami ng pamilya
ko, bumalik sila dito sa Kiamba tapos hindi nila alam na pumunta ako sa
Maynila,” Guevarra said.
He added that when he was in Manila, he tried a lot of
jobs.
“Lahat ng trabaho pinasok ko. Naging cable man pa ako,
karpintero, construction worker, naging dispatcher din sa terminal. Hindi ko na
nagawang sumulat sa pamilya ko dahil sa sakit ng ulo paano mabuhay, parang
nakalimutan ko na paano sumulat,” he said.
A SURVIVOR
Teary-eyed Guevarra remembered how he survived living
life on his own away from his family. He said he had eaten nothing but salt and
water at times and he had suffered from mild stroke for three times.
“Matindi ang karanasan ko. Dalawang buwan akong di
makalakad. Tatlong beses akong na-mild stroke. Gumagapang lang ako dun sa
tinirhan kong kubo dati na walang tao. Sabi ko nga sa sarili ko, patay na ako,
walang kain-kain, asin lang ang kinakain ko at tubig. Nung mga panahong yon,
naisip ko na may Diyos. Natatak sa isip ko na basta wala kang ginagawang masama,
mabubuhay ka. Hindi ako pinabayaan ng Diyos,” he recounted.
A THANKFUL SOUL
Guevarra expressed his heartfelt gratitude to Amoloria
for her generosity and compassion. He said Amoloria was used as an instrument so
he can go home to his family.
“Nagpapasalamat ako kay Cheryl Amoloria, sa lahat ng
tumulong sa akin para makauwi pati na kay Governor Steve Chiongbian Solon at kay
Ma’am Cora (Emery, president of KNOW) na nag-asikaso sa ticket ko, maraming
salamat sa inyo,” he said.
Helen, on the other hand, also conveyed her appreciation
to Governor Solon, who paid for her plane ticket.
“Kay Governor Steve, nagpapasalamat kami na sa
pamamagitan ng tulong niya sa amin, nakabalik kami dito,” she said adding that

Sarangani associations get livelihood assistance from DOST
KORONADAL CITY (July 18, 2013) – Three
Sarangani associations receive livelihood assistance from Department of Science
and Technology (DOST) at Grand Gaisano Mall Wednesday, July 17. Members from Ded
Libon De Lasang Lorsita Manggay (extreme left) and Rosalinda Bantilan (2nd from
left) received P300,000 livelihood assistance while members of Malapatan Food
Processing Association received P427,000 during the ceremonial turnover of
check. Kawas Seaweeds Processing Association also received P500,000. The
livelihood assistance will be used for technology upgrading, purchase of machine
and equipment. The livelihood packages were facilitated and supported by
Strengthening Technological Advancement for Reforms (STAR) project under the
office of then Vice Governor Steve Chiongbian Solon who is now the governor of

GYY Maternity Home offers treatment for neonates
MAITUM, Sarangani (July 18, 2013) - Baby
Julianne Marie Balazon, a neonate, undergoes photo therapy because of
physiologic jaundice. This treatment is available at the George Y. Yabes
Maternity Home. Ten neonates have been treated of physiological jaundice with
the arrival of the machine two years ago. The photo therapy machine is used to
treat the condition in which a person's skin and the whites of the eyes are
discolored due to increased level of vile pigments in the blood resulting from
liver disease. GYY Maternity Home is the first maternity home in Sarangani to
acquire this kind of machine. The machine was donated thru the effort of Rep.
Carol Lopez of YACAP Partylist. The multi-awarded Mayor Yabes was assassinated
November 11, 2006 with the perpetrators and mastermind still unknown.
