ALABEL, Sarangani (October 9, 2013) – The provincial government of Sarangani awarded on Monday (October 7) P2.5 million to the local government unit (LGU) of Malapatan for the establishment of a three-classroom technical and vocational (tech/voc) competency training and assessment center.
The center is aimed at addressing the problem of unemployment
particularly the out-of-school youths (OSY) and unemployed individuals.
“The project, if established, will be the first tech/voc facility in the whole Region XII owned by the government,” Glenda Revaño, administrative officer IV of the Provincial Administrator’s Office (PADO), said in an interview.

The municipal local government of Malapatan has appropriated a counterpart fund of P4 million for land and facility located at barangay Tuyan with an area of 1,939 square meters. The Deed of Donation of the land is already executed.

Revaño said the project is the government’s initiative to address unemployment issues of OSY and individuals in the province particularly those in Alabel, Malapatan, and Glan.

“Malapatan is considered because its location is strategic to cater beneficiaries from Alabel, Malapatan, and Glan. This is a great opportunity especially for our OSY to acquire skills. Community-based center siya at hindi na kailangan na mamasahe pa papuntang city,” she said.
Revaño added the tech/voc competency center will entitle a trainee to acquire a national certificate (NC II) from the Technical Education and Skills Development Authority(TESDA).

Revaño disclosed that based on the 2007 results of the Community-Based Monitoring System (CBMS), 83.09% or 46,242 of the province’s total population ages 17-24 were not in school, nor earning a living.

“Karamihan sa mga nag-graduate ng high school kasi, after graduation, wala na, hindi na nakakapag-aral at hindi rin makapasok ng trabaho. With this initiative, they can gain skills and at the same time, a certificate. Ngayon kasi kahit skilled na, ‘pag walang certificate, nahihirapan pa rin makahanap ng trabaho especially abroad,” she explained.

Revaño pointed out trainees will be screened and those who are really willing to undergo the training will have a great opportunity to avail of the program.

The P2.5 million cheque was received by municipal planning development coordinator Tita Suib and municipal treasurer Felicisima Tindugan, who represented Malapatan Mayor Alfonso Singcoy during the flag raising ceremony at the Capitol. (Joy R. Sevilla/SARANGANI INFORMATION OFFICE)
